The government of the Russian Federation does not officially name in which regions there is a “critical situation” with the bed capacity. Deputy Prime Minister Tatyana Golikova previously reported to the President of the Russian Federation on a similar problem in at least 16 regions. Kommersant, having interviewed doctors and officials, found out a number of regions where the bed fund is overloaded. However, even in the “prosperous” territories, the situation is uneven: somewhere there are places in the wards, and somewhere people lie in the corridors. At the same time, almost everywhere they say about the lack of medical personnel.

Deputy Prime Minister Tatyana Golikova announced the “most critical” situation with the “covid” bed capacity in 16 Russian regions on Wednesday at a meeting with the President of the Russian Federation. She did not name them, but specified that the occupancy of beds there is over 90%. According to Mrs. Golikova, a total of 223.1 thousand beds were deployed in Russia, 19.1% of the bed capacity remained free as of the morning of October 27: “At the same time, the share of free beds below the national average is noted in 46 regions.”

The press service of the Ministry of Health refused to answer the request of Kommersant, where the most critical situation has developed in Russia. The RF government apparatus also did not provide data. Kommersant’s source said that the regions decided not to shine.

Recall that the week began with a scandal in the Omsk region: on October 27, ambulances with patients who were not admitted to hospitals due to lack of seats arrived at the task of the local Ministry of Health – they were tried to be hospitalized for 12 hours. In one of the carriages there was a 70-year-old woman with 80% of her lungs affected. After such a demarche of doctors, places were found in hospital №2. Governor Alexander Burkov, who himself had had a coronavirus infection, said in social networks that “the region has a critical situation with hospitalization”: “Therefore, I consider it necessary to abandon the rehabilitation course and start working on a full-time basis.” On his instructions, by the end of next week, it is planned to deploy an additional 890 beds, as a result, the “covid” bridgehead will be almost 3.3 thousand beds.

As Kommersant found out, in the Jewish Autonomous Region on October 29, the bed capacity was 93.3% full (196 out of 210 places were occupied). The regional government has promised to increase the number of beds for patients. “More than 30% of patients are asymptomatic or mild,” explained Dmitry Bratynenko, Deputy Prime Minister of the Jewish Autonomous Region. “People do not have the ability to isolate at home, so we meet halfway and put them in infectious diseases hospitals.”

In the Saratov region, they do not report the information of interest, however, the local Ministry of Health noted that only patients in serious condition or in a state of moderate severity with serious concomitant diseases are hospitalized. Also, places are reserved for children and pregnant women. The department says that now “3678 places are involved”, there are 300 places in reserve. The Minister of Health of the Saratov Region, Oleg Kostin, called the increase in the incidence of coronavirus infection in the region “unprecedented” and recognized the “overload” of the bed capacity. It is planned to open another 400 places in regional medical institutions. Doctors, meanwhile, complain about the lack of medical staff, claiming that “hospitals employ four doctors per 100 people.”

In the Rostov region, out of 2204 beds deployed on the morning of October 30, 2056 beds were occupied – this is 93% of covid beds, or 68% of the total bed capacity. According to the Acting Minister of Health of the region Alexander Krat, a total of 3019 covid beds have been prepared, but 815 of them are in reserve.

Alexander Nikishin, Minister of Health of the Penza Region, called the situation with the availability of beds in the region tense. But, according to him, there are free places in regional hospitals. A total of 2,647 beds were created in the Penza region.

A similar situation is observed in the Khabarovsk Territory: 2,495 beds are deployed in the region, of which 1,450 are in Khabarovsk. Bed occupancy in the regional center on Friday morning was almost 95%. Moreover, in three clinics, the bed capacity was fully occupied. At an extraordinary meeting of the regional operational headquarters, it was reported that a dormitory of an institute for advanced training of doctors would be equipped for an infectious diseases hospital. Far Eastern Medical University switched to remote work. The authorities believe that the students will help solve the problem with the lack of medical staff. As the rector of the medical university Konstantin Zhmerenetsky told Kommersant, 105 applications for nurses and 170 for trainees were received. Residents (31 people) were assigned to medical institutions on Friday, “the issue of employment of senior students is being resolved.” “In addition, 22 teachers came out to provide medical care, 73 are already working in clinics and hospitals in the region,” the rector added. Khabarovsk Medical College will also send its students to hospitals and clinics. On the eve, on October 28, the regional government suspended the provision of routine medical care to the population in hospitals for ten days in order to transfer forces to the fight against coronavirus.

In the Altai Territory, the local Ministry of Health admits, the bed capacity is 88.6% full (in total, 5438 beds were deployed in the region). The deputy head of the regional health ministry Natalya Belotskaya said that in the near future it is planned to deploy about 400 additional beds in the region, preparations are underway to organize a hospital for 600 beds on the basis of a shopping center in Barnaul.

According to the official data of the Ministry of Health of the Perm Territory, the share of free bed capacity there is 38.8%. But in social networks, local residents massively complain about hospitalization denials, as well as the fact that ambulance staff have to look for places for patients for several hours.

In Yakutsk, the fund for infectious beds is about 70% full. At the same time, the deputy chairman of the government of Yakutia, Olga Balabkina, said that the places are intended for seriously ill patients and those with chronic diseases: “We mainly treat on an outpatient basis.” The same situation has developed in the Magadan region, where only patients with moderate and severe disease are sent to hospitals.

In the Chelyabinsk region, according to the regional Ministry of Health, 6306 beds are deployed, of which about 21% are free. However, according to patients, for example, in the regional clinical hospital No. 3 there are free rooms in the wards, and at one of the covid bases in Zlatoust everything is overcrowded, the beds are in the corridor. Patients also report that here, too, those who have not fully recovered are discharged: “They remove the acute phase (10-11 days) and send them home to free the beds.” In the Novosibirsk region, according to a Kommersant source, in a covid hospital on the basis of hospital No. 3, patients are also located in the corridor, where instead of beds, ordinary hospital benches are filled: “There are not enough places in the wards, 20 ambulances come a day.” Residents of the Samara region complain about the lack of ambulance teams, which is why they wait several days, and after their arrival, many patients are not hospitalized due to lack of places.

According to the information on the website of the Ural plenipotentiary, as of October 29, 8,410 beds were deployed in the Sverdlovsk region for patients with coronavirus, of which 6931 beds are already occupied (82.4%).

Deputy Minister of Health of the Republic of Crimea Anton Lyaskovsky did not tell Kommersant what the percentage of occupied beds is, noting that this is operational, constantly changing information. However, he admitted that “for a short time, patients were first put into the corridors in order to quickly release the ambulance for a new call.” At the same time, a source in the government of Sevastopol told Kommersant that “several dozen beds remained free in the city”. He added that the main problem of Sevastopol and Crimea is an acute shortage of doctors.

On Friday evening, the Ministry of Health announced that it would send more than 300 specialists from federal medical institutions to the regions, including medical volunteers. At the same time, the “medical landing” is already working in the Amur region, Crimea, the Altai Republic, Kemerovo, Kurgan regions, Trans-Baikal, Altai Territories and Yakutia, the department said.
