Ukraine has recognized the Minsk agreements on Donbass impracticable
The Minsk agreements on Donbass in their current version are an unrealizable plan for resolving the conflict. This was stated to TASS by the representative of Ukraine in the Trilateral Contact Group (TCG), the first president of the republic, Leonid Kravchuk.
According to him, the Verkhovna Rada does not refuse the possibility of holding local elections in the territory of the current self-proclaimed Luhansk and Donetsk People’s Republics (LPR and DPR) and providing them with opportunities for self-government. However, this can only happen after their complete demilitarization and transfer to Kiev’s control.
A different sequence of actions is spelled out in the Minsk Agreements, therefore they require revision, the representative of Ukraine believes. “We must take the territory under control and be responsible to the world community for how we will hold elections, so that everything is done according to the law,” the politician said.
Kravchuk is referring to the clause of the Minsk agreements on the transfer of control to Ukraine over the border of the LPR and DPR with Russia and the withdrawal of all illegal armed groups. In Kiev, they also mean the armed forces of the republics. In the current version of the agreements, this step is spelled out in paragraph 10, after the local elections and the establishment of the local government regime.
Ukraine has repeatedly stated that the 2015 Minsk Agreements require changes. At the same time, President Volodymyr Zelenskyy at the Normandy Four summit in Paris at the end of last year signed a final communiqué, according to which the agreements have no alternative and are binding in the form in which they were adopted.
