Russian President Vladimir Putin said that in October, during negotiations, he convinced the head of Azerbaijan, Ilham Aliyev, to stop hostilities in Nagorno-Karabakh with the condition that refugees return to the city of Shushi, but Armenian Prime Minister Nikol Pashinyan opposed. The words of the Russian leader are quoted by TASS.
Putin said that on October 19-20 he held a series of telephone conversations with Pashinyan and Aliyev about the situation in Karabakh. “Then the armed forces of Azerbaijan regained control over an insignificant, southern part of Karabakh. In general, I managed to convince President Aliyev that it is possible to stop the hostilities, but a mandatory condition on his part was the return of refugees, including to Shushi. But unexpectedly for me, the position of our Armenian partners was formulated in such a way that it is unacceptable for them, ”he explained.
According to the Russian president, Pashinyan told him that he sees this condition as a threat to the interests of Armenia and Karabakh. Putin noted that he does not understand what, in the opinion of the Armenian side, this threat was. Thus, the negotiations fell through.
On November 9, the leaders of Russia, Armenia and Azerbaijan adopted a joint statement on the cessation of fighting in Nagorno-Karabakh from November 10. The parties agreed that Baku will gain control over the territories of Aghdam, Gazakh, Kelbajar and Lachin regions. In addition, Russian peacekeepers will be present in Karabakh. The units will be deployed along the line of contact and the Lachin corridor, which connects Nagorno-Karabakh with Armenia.
