Roskomnadzor has created a register of online cinemas
Roskomnadzor has formed a register of audiovisual services (online cinemas and other sites with video), which includes more than 20 titles, according to the regulator’s website. The register includes services aimed primarily at the Russian audience, with a traffic of more than 100 thousand users per day. It was formed on the basis of data provided by the sites themselves.
The list includes Ivi, Megogo, More.tv, Movix, Okko, Premier, SPB TV, Start, Wink, Amediateka, Beeline TV, Kino1TV, Kinopoisk, Match TV, Megafon TV , MTS TV, NTV PLUS, Channel One, Look, Tricolor Cinema and TV Online.
Roskomnadzor was supposed to form a register after the amendments to the law “On Information” entered into force on July 1, 2017. Experts told Kommersant that the register had not been filled before due to the lack of bylaws that would determine the methodology for calculating the audience of video services for entry into the register. It is needed, in particular, to track illegal content.
In addition, owners of services included in the register will be able to apply for pre-installation of applications for electronics imported into Russia (smartphones and Smart TVs). The app preinstallation law was supposed to take effect on January 1, 2021, but it is planned to be delayed until April 1. At the same time, applications from companies for the inclusion of products in the list of preinstalled software were officially collected by the Ministry of Digital Industry before December 1.
