The State Duma adopted a law on the minimum price for cigarettes
The State Duma adopted in the third and final reading a law on changing the calculation of the minimum price for tobacco products. They decided not to tie it to the maximum price set by the manufacturer. If the law were in effect in 2020, the minimum cost of a pack of cigarettes would be 89.75 rubles, in 2021 it could grow to 107.78 rubles.
The bill was submitted by a group of deputies from United Russia and the Liberal Democratic Party in 2018.
Previously, the law established that the minimum price for cigarettes should be 75% of the maximum retail price set by the manufacturers themselves. The new law introduces a single minimum price for all products. It will be calculated on the basis of the minimum value of the excise tax rate for 1 thousand pieces of cigarettes and cigarettes, the VAT rate and the increasing coefficient of 1.4.
